The Government must notify the Lord's Speaker to the fact that copies of any statutory instrument have yet to be laid before Parliament, and explaining why such copies have not been so laid before the instrument came into operation

There are 3 procedures.

  1. Communication declaring that the Instrument had come into operation before being laid before Parliament has step depth 3.1 in the Made affirmative procedure

  2. Communication declaring that the Instrument had come into operation before being laid before Parliament has step depth 4 in the Made affirmative remedial order procedure

  3. Communication declaring that the Instrument had come into operation before being laid before Parliament has step depth 3.3 in the Made negative procedure
